Arabic Keyboard is not running, only two characters are available

Bug Description
the localization of the pop-ups, and menus are acceptable, but once lunch the word-pad and tring to tye any thing in arabic i found that the keyboard is typing only few charaters.
it could be the engine, and maping of the font in side the system.
however when checking the fonts i have found alot of font tyes has the arabic characters inside, but i did not find a way to solve this problem.
kindly advice to send a fix for this problem.
