qemu-linaro: should start shipping roms in tarball like upstream

Bug Description
At the moment qemu-linaro's git tree has the rom blobs from upstream dropped. This was a quick way to ensure we weren't accidentally shipping sourceless blobs. However, we should be able to do better than this -- the sources for the rom blobs should all be in git submodules (this is how upstream does it), and we have TSC permission to ship blobs under the relevant licenses.
Not an urgent requirement, but it would be nice to bring our tarballs into line with what upstream do.
