FAT32 boot partitions sometimes mistakenly identified as FAT16

Bug Description

I was trying to boot an SD card image with u-boot contained in an 8MB partition(file attached with report) using qemu(compiled from git master) but it kept failing. On IRC, ajb-linaro figured out it was because the partition was mistakenly identified as an FAT16 partition instead of an FAT32 partition. I was also able to reproduce the issue when the partition size was 20MB. qemu can boot images of size 70MB and 512MB without any issues.
