qbzr makes bzr selftest fail without X server

Bug Description

On a system with qbzr 0.19.1 installed, running part of the testsuite without an X server becomes tricky.

$ unset DISPLAY
$ ./bzr -Derror selftest --list-only foo
bzr: cannot connect to X server
$ BZR_DISABLE_PLUGINS=qbzr ./bzr -Derror selftest --list-only foo
bzrlib.tests.test_inventory_delta.TestContent.test_file_10_foo
bzrlib.tests.test_registry.TestRegistryWithDirs.test_lazy_import_registry_foo

I understand that performing qbzr tests might require an X server, but other parts shouldn't be affected in this fashion.
