qbrowse: No way to move a file to the root directory

Bug Description
There doesn't seem to be a way to move a file up to the root directory of a tree in qbrowse. (Or perhaps there is but I'm missing something obvious!)
QBzr 0.18, Bazaar 2.1.0rc1, PyQt 4.4.3, Windows XP SP3

I debugged this. Qt does not ask for flags for the root item. I need to hunt around, may be read the qt code, to get qt to consider the root item.
