quncommit doesn't accept subdir as location

Bug Description

TortoiseBZR pass location where explorer opens to qbzr.
Most of commands work fine but quncommit in subdir fails because
QBzrUncommitWindow uses BzrDir.open_tree_or_branch() isntead of
BzrDir.open_containing_tree_or_branch().

Should TortoiseBZR search root directory of workingtree?
Or should qbzr use "_containing_" ?
