qcommit: have way to group files in file list (eg ignore on commit)

Bug Description

It would be nice if there was a way to group files in the commit dialog so that they can be committed separately. TortoiseSVN has this (see http://tortoisesvn.tigris.org/images/CommitDlgSpellCheck.png). The user can create a new group through the context menu and use the context menu to move a selection of files to one of the groups. There is one group that is always defined "ignore on commit" that the user can put a file in to prevent accidentally committing it (eg if the changes are just for testing purposes or incomplete).

Screenshot looks fine, but... Currently QBzr uses the same implementation of file list for commit, add, revert dialogs. Proposed change will break this, IMO. That said I believe it's doable but I'm not sure who will implement it. Scratching the itch?

I've discovered that svn has concept of file groups. User can define several file groups to do some operations on them easily. These groups could overlaps IIUC. So, I think most likely in TortoiseSVN these groups explicitly used.

This feature request not quite conform the usual bzr model, but if somebody will implement one day, we won't block merging such patch.
