qconfig: Allow 3rd party plugins to register their own pages

Bug Description

Would be nice to have some kind of generic configuration for plugins. For example the boomarks plugins would define a list of aliases/paths, bzr-email would define e-mail settings, etc. and `bzr qconfig` would display these settings. Ideally the schema should not depend on Qt and be usable also in bzr-gtk or other GUI tools.

I agree. I'm also like to use the same mechanics to define user-adjustable settings for QBzr itself. We don't have much settings now, but I hope will have in the future.
