Blocked IPs screen shows IPs without explanation which list is used and with "IP Filtering" off

Bug Description
Execution Log/Blocked IPs shows many blocked IPs: "X.X.X.X was blocked due to your filter"
1. It should also tell which filter was used for each IP.
2. It should also show the list of active filters on Blocked IPs screen.
It's strange that on Options/Connection IP Filtering check box is "off" and IP filters still work. I don't remember adding any IP filters.
3. It should be no IP filtering when IP Filtering check box if "off"
4. When qbittorrent is first started it should offer the user to chose from the list of IP filter subscriptions, so that unaware users still likely take advantage of this feature.
qBittorrent-2.9.7 on FreeBSD 9.0

Same problem here. I never installed an ipfilter file as far as I know, the filter option is not checked and the ipfilter option in the qBittorrent.config is set to false as well. Still I see ip's getting blocked.
I'm using qBittorrent v3.0.5 on Xubuntu 12.10 64 bit
