Option to use SI decimal prefixes instead of IEC binary prefixes

Bug Description
Currently qBt only uses IEC binary prefixes (Ki, Mi, Gi) for units unlike most other programs and operating systems that use SI decimal prefixes (k, M, G). The difference is that qBt shows roughly 3-7% lower speeds depending on the prefix. 4 MB/s is 3,8 MiB/s. This leads to an impression that speeds are lower in qBittorrent than in other torrent programs.
I'd like an option to use the standard kB/MB/GB units in qBittorrent.
