IP Blocklist claims success on unsupported files

Bug Description
It seems there's no validation on the IP blocklist parser. Observed on qBittorrent 2.8.4 on Ubuntu 11.10.
Steps to reproduce:
1. Tools -> Options -> Connection
2. In filter path, choose an unsupported file (such as blocklist.p2p.gz).
3. Click the "Reload the Filter" button.
4. Dialog will display: "Successfuly parsed the provided IP filter: 0 rules were applied."
Expected behavior:
Step 4 should read that the file was not parsed successfully.
Observed behavior:
Claims the process was a success, potentially confusing the user who might think "Oh, the filter was already up to date; no new IPs were blocked."
