[wishlist] Autopause (turning on alternative speed limits) when user's connections are active

Bug Description

Add feature which provide option to pause (or turning on alternative speed limits ) when user starts actively using internet connection. As I'm seeing it:
[checkbox] Activation this option
[combobox] Action (pause all torrents, turn on alternative speed limits, so on)
[combobox] Speed after which torrents, for example, will be paused.
[combobox] Time in seconds after which will be executed selected action before (this is for prevention from often pauses when user is just surfing)

Example:
Action: Pause all torrents
Speed: 80 Kbytes/sec
Time: 5 secs

When non-qbittorrent traffic is reaching speed more than selected speed (80 Kbytes/sec), starting timer. If speed will down below selected speed (80 Kbytes/sec) before timer would be more than selected time (5 secs) - nothing happens, else all torrents will paused till speed would go below selected speed (80 Kbytes/sec) for selected time (5 secs).

In this case, surfing inet would not stop downloading torrents, but when user will start watching video or just will start downloading files with a browser, torrents would paused.

I'm hoping you would be able to realize idea, because my English is rly awful ^_^.
