Bug Description
Sometimes developers forget to add the proper qa tags or there are bugs in the tools that add those tags in the commit message. When that happens qa-tagger gets confused and it should have a way to override that by manipulating bug tags.
The workaround was to submit a no-op commit with the proper tags and that's very expensive, due to the time it takes to run the test suite.
