Provide a way to mark something as QA done before it was landed

Bug Description

This will be really useful where we need to QA things on dogfood (because we can't QA anywhere else). It's currently really annoying to see the qa-ok tag replaced by qa-needstesting when the bot sees the branch land.

One suggestion: to add "dogfood" to the qa tag. e.g.: qa-ok-dogfood. So the script wouldn't reset the tag, but only remove the "dogfood" part and keep the qa status. What do you think?

Lets not tie it to dogfood though. Perhaps qa-ok-prelanding?
