Separate macros and jobs from projects

Bug Description

Some macros and jobs can be shared across different projects. Separating these into different files could better facilitate code reuse.

We can also setup tests, have deployment instructions, etc. and work on getting autolanding going.

Some autolanding is going, and macros are separated. Jobs and projects are not separated, and I'm not sure how urgent that is at this time.
