reevaluate test_report_html testcase

I think we need to either pull this out if it doesn't make sense, or document in the test where the requirement for testing this comes from, and what to do when things are wrong. I spent a bit of time looking at this and verifying that indeed the reports don't match, but ultimately the bigger problem is if a package is uninstallable. In this case, the package had already been fixed, and was installing just fine. I suspect that those two reports were generated far enough apart that the problem had been resolved by the time the second report ran.
