Update release command to default the version number if none provided

Bug Description
Since we are using YYYY.MM.DD, it should be easy enough to default the release command to use that if no version number is provided.
It also needs to handle the issue where there has already been a release today, so if the current version is today's date, it needs to prompt the user for a release number.
