Bug Description
As in the picture attached, Manila Time zone name should be PHT, not PST which US timezone.
PHT – Philippine Time (Standard Time) Currently has same time zone offset as PHT (UTC +8) but different time zone name. Philippine Time (PHT) is 8 hours ahead of Coordinated Universal Time (UTC).

pytz exposes the IANA database, which uses PDT and PST. You need to argue this on the IANA timezone mailing list, and will be required to cite official sources. Note that the timezone abbreviations are not globally unique, and many regions share the same codes.
