add etcd3 support for multiple endpoints

Bug Description
Right now it seems that etcd3 driver only supports a single endpoint, this will cause problem when the endpoint specified experiences service outage.
Can we add support for dynamically choosing a healthy etcd3 out of an endpoint list node to send message to?

IIUC you can deploy load balancer in front of etcd3 to achieve high availability. I'd recommend that approach instead of implementing own logic in tooz.
