etcd3gw backend doesn't refresh lease on heartbeat

Bug Description

The backend driver of etcd3gw doesn't keep updating membership lease on heartbeat, after the default timeout expired, the member is removed from the group. We could align with the etcd3 driver.

    Fix membership lease issue on the etcd3gw driver

    The backend driver of etcd3gw doesn't update membership lease
    on heartbeat, this patch aligns the implementation with etcd3
    driver.
