local test fail with InterpreterNotFound: pypy

Bug Description

local tests fail with,
py34-constraints: commands succeeded
py27-constraints: commands succeeded
ERROR: pypy-constraints: InterpreterNotFound: pypy
pep8-constraints: commands succeeded

Currently, gate only runs with py27 and pep8 test.
Therefore, no effect to review.
May be we need to remove pypy-constraints from envlist in tox.ini

    Add documentation for python-tackerclient

    This patch also fix "InterpreterNotFound: pypy" error in tox.ini
