better cli handing in pure python interpreter on Windows

Bug Description
Just see an error `destination must be in format /cont[/obj]` when one of our user run this
swift copy -d /target-
But his only happen on Windows with pure Python interpreter (3.8.10) installed. We don't see the issue either with WSL or have same Python version on Linux.
