Add `help` subcommand

Bug Description

Users (and some tooling [1]) may expect `swift help <subcommand>` to provide usage information for subcommands, rather than the general usage information followed by

  no such command: help

On the plus side, the very first example given in the general help-text is

  swift download --help

... but it seems like it should be fairly cheap to support either syntax.
