version of pbr in dependencies must be upgraded

Current ironic already requires pbr>=1.6, while latest PyPI-released python-scciclient==0.2.0 still requires pbr<1.0.

This mismatch in versions can break ironic-conductor when python-scciclient is simply installed, even without irmc drivers being enabled in ironic.conf (https://bugs.launchpad.net/ironic/+bug/1518999)

    Update the global requirements and fix the scciclient package name

    This patch updates the global requirements and fixes the first
    argument, scciclient package name, of pbr.version.VersionInfo() which
    the latest pbr uncovered.

Problems seems to be solved. Please make a new PyPI release and bump the version in driver-requirements in ironic repo
