sushy requirement conflicts with OpenStack version in upper-constraints.txt

Hi,

Currently, requirement statement for sushy in rsd-lib is "==1.7.0" [1], which conflicts to "==1.8.0" in global upper-constraints.txt [2]. This can lead to coinstalability issues with other services and should be fixed.

Given that the reported issue in sushy to pin it [3] is already fixed [4], the right thing would be to request a new release of sushy which contains the fix and update both upper-constraints.txt and requirements.txt to use it.
