Remove default TOC

Bug Description

All pages on http://developer.openstack.org/sdks/python/openstacksdk/ start with a TOC by default. That doesn't necessarily make sense for all pages, especially those that are really just one big TOC anyway.

Ideally we'd be able to switch the TOC by default on or off. It would also be nice if we could enable it on a per page basis.

I believe this is inserted by the docs-top-contents class in the layout.html of the openstackdocstheme. It would be great to conditionally insert it - http://git.openstack.org/cgit/openstack/openstackdocstheme/tree/openstackdocstheme/theme/openstackdocs/layout.html#n41
