Update url on readthedocs.org and README

The readthedocs.org url is http://python-openstacksdk.readthedocs.org/en/latest/ and should be http://openstacksdk.readthedocs.org/en/latest/

The url should also be updated in the README, etc.

We can do this but the effort might not be worthwhile considering the move to publishing the docs to developer.openstack.org [1]

I plan to look into the publishing pipeline after I have a solid proof of concept for [2][3][4].

Good point Everett. Moving to developer.openstack.org might resolve the change log problem. I just like seeing the release notes to see what bugs in there.
