Make verify_ arguments consistent

TestProxyBase.verify_head made it through the first cut of refactoring with backwards arguments. All of the others call "test_method, resource_type" and head does it backwards.

This should include changes localized to TestProxyBase as well -- the _verify2 method has the arguments flipped the wrong way compared to the verify_ public methods should be.
