orchestration functional tests not running

Bug Description

With a functional test set configured per http://python-openstacksdk.readthedocs.org/en/latest/contributors/testing.html#functional-tests, I'm getting the following exception while running. The local.conf I used to create the devstack is the one listed in that document, which seems to show Heat as being configured.

openstack.exceptions.EndpointNotFound: Endpoint not found for service_type=orchestration,visibility=public,region=RegionOne
