Bug Description
set project's subnet quota to 10,then create 2 subnets,the usage of subnet quota is :{'available': 8, 'used': 2, 'quota': 10}.
then modify this project's subnet quota ,set the value to 1,it is successful from CLI.

There is no validation done while setting the quota values. Hence leads to setting the quota values even less than the usage value.
