Need to print error message contents on exception

Bug Description

The openstack client does not print the error details for BadRequest exceptions, which makes it hard for users to tell what they did wrong (e.g. http://lists.openstack.org/pipermail/openstack/2017-June/045050.html ).

The openstack client should print the HTTP error contents as well like the neutronclient did.

This looks like it could be a duplicate of https://bugs.launchpad.net/python-openstackclient/+bug/1675394 which is fixed with 3.9.0 or newer. Can you verify whether the issue also happens with a recent python-openstackclient installed or only with the Ocata version (3.8.1 probably)?

It may be a dupe, unfortunately its a second-hand report based on what the user was putting in the mailing list so I guess we can just assume it's fixed now.
