When install python-openstackclient 3.8.0 or 3.8.1, don't get python-heatclient by default, have to install

Seems like a dependency problem -- all the other clients seem to be installed, but you still have to install python-heatclient.

No external plugins are automatically installed with python-openstackclient. There are the following APIs supported in the box: compute, identity, image, network, object-store, volume. All others must be individually installed for OSC to find them.

We do have a preliminary package named 'openstackclient' (note the lack of 'python-') that _will_ install all of the plugins that we know about to simplify this issue for users who want 20+ plugin clients installed. This has honestly been a low priority thing and is not released yet.

So this is really a education/documentation/expectations problem with regards to python-openstackclient.
