Add 'openstack image set --visibility'

As the spec:
http://specs.openstack.org/openstack/glance-specs/specs/newton/approved/glance/community_visibility.html

OSC should support visibility setting to sync with the change
of adding community-level image sharing on the glance site.

The new OSC command will looks like:

 openstack image set --visibility <visibility> <IMAGE>

It would be a good idea to take a look at the Ocata release notes, they include a detailed discussion of the impact on operators and users of the 'visibility' change:

I'm not 100% sure that the spec captures all the details, as some things changed during implementation. (The spec was updated, but I don't know if we got everything documented that changed.) If you notice any differences, please either file a bug about the spec, or put up a patch to revise the spec.

    Added 'openstack image set --visibility'

    This feature will allow image owners to share images across multiple
    tenants/projects without explicitly creating members individually
    through the glance API V2. “Community images” will not appear iu
    user's default image listings
