Bug Description

This extends the ongoing work to add QoS policies and rules to the neutron client and sdk
to support the new functionality of direction in bandwidth limit rules:

The neutronclient patch was abandoned a while ago. Removing the assignee in neutronclient.

In favor of OSC support, we have no plan to add support in neutron CLI.
