Missing "--public" and "--private" options in "volume type list" command

Bug Description

Cinder V2 volume type list API supports "is_public" argument. But OSC doesn't supports "--private" and "--public" options in "volume type list" command.
Maybe we can add these options similar to "flavor list" command, add "--all", "--private" and "--public" options and the default option is "--public".
