trim requirements before 3.0.0 release

with the release of osc-lib, several requirements are no longer necessary to build openstackclient, such as: requests, keystoneauth, stevedore, cliff, os-client-config. these are all specified in osc-lib, so we're not losing anything, but it should be cleaned up regardless

    update requirements and test requirements

    with the move to osc-lib we don't have to list some requirements.
    removed oslo.config since it was not being used, and moved a few
    to test-requirements since they are still used in examples and
    unit tests.

This issue was fixed in the openstack/python-openstackclient 3.0.0 release.
