Bug Description

As http://paste.openstack.org/show/494893/ shows, non-admin users are not authorized to show quotas for their current project because OSC requires a project/class name or ID to be specified which causes an admin call to find the project/class name or ID.

    Support quota show for current project

    The "os quota show" command "<project/class>" argument is now
    optional. If not specified, the user's current project is used.
    This allows non-admin users to show quotas for their current
    project.
