Bug Description

In most OSC commands, when the options are specified incorrectly, the only message return by server is:

    HttpException: Bad Request

There is nothing valuable in this message. We need to improve it.

But I haven't found a way to do so......

Tang, thank you for opening this up. I ran into the same problem when testing Brad's "os subnet create" patch set.

This is a known problem, but based on how this is written I'm not sure how to know when it is closed. Something this open-ended may be better tracked as a blueprint so the list of needed fixes can be updated as they are implemented...
