Bug Description
openstack limits API is not giving the exact usage/limits of neutron SecurityGroups/
openstack quota show <project-id> ==> shows the nova ram/cores and neutron secgroup quota
openstack limits show --project <project-id> --absolute ==> showing-up with the nova ram/cores usage/limits properly but not giving the exact usage/limits of neutron secgroup
