identity common find throws excetion

A lot of the common identity find methods will throw an exception if the user doesn't have full access to keystone. Identity common.find_project for instance throws and exception even though I gave it a valid project id. I think it would be best to have the default behavior for this methods to be return parsed_args.project rather than throw an exception.

In the case, I was trying to share an image with another project 'os image add project' but there could be other cases like that.
