Security group rule create --src-group errors

Bug Description

https://review.openstack.org/#/c/253725/ introduced the --src-group option to 'security group rule create' to support 'remote security groups' used in rule creation.

The option fails when a group name is given rather than a remote group ID, contrary to the documentation. Apparently the REST API (Nova net tested here, Neutron TBD) requires an ID only?

Perform a name->ID on the group supplied.
