security group rule create doesn't support remote group

Bug Description

The 'openstack security group rule create' command does not support providing a remove/source security group. Both the nova and neutron CLIs provide this support.

$ openstack help security group rule create
usage: openstack security group rule create [-h]
                                            [-f {json,shell,table,value,yaml}]
                                            [-c COLUMN]
                                            [--max-width <integer>]
                                            [--noindent] [--prefix PREFIX]
                                            [--proto <proto>]
                                            [--src-ip <ip-address>]
                                            [--dst-port <port-range>]

    Add source security group support to create rule

    The 'security group rule create' command was updated to support a
    source security group. Now either a source IP address block or source
    security group can be specified when creating a rule. The default
    remains the same.
