openstack server remove security group reports error

Bug Description

Cannot remove a server from security group.

openstack server remove security group <server id or name> <security group id or name>
=> ERROR: openstack Circular reference detected

Tested with python-openstackclient v1.2.0.

This seems like a different bug from 1450872 -- that is about removing a rule from a security group, this is about removing a security group from a server.

I am seeing this same issue in python-openstackclient version 1.7.0.
