Bug Description

Cinder has deprecated V1 of the volume API as of the Juno release https://wiki.openstack.org/wiki/ReleaseNotes/Juno#Upgrade_Notes_7

python-cinderclient can support v2, although you have to pass a option to unlock it. openstack client doesn't even attempt v2 and throws an error if you try to use it. This is not helpful when attempting to move an environment forward to v2 to get rid of deprecation warnings in service logs.
