OOPS summary skips soft timeouts that no not have a matching hard timeout

Bug Description

TimeOutCountSection.time_out_counts only returns the soft timeout count for a pageid if it has at least one hard timeout. Now that we're driving the hard timeout down we really need to know what's going to break next: soft timeouts need to be shown even if there are no hard timeouts.
