Bug Description

I tried to run this command PYTHONPATH=$OOPS_TOOLS DJANGO_SETTINGS_MODULE=oopstools.settings python2.5 $OOPS_TOOLS/oopstools/oops/analyse_error_reports.py --verbose --from="2009-09-23 23:48:00" --to="2009-09-24 15:00:00" --html=public_html/lpnet-2009-09-23-23:48UTC.html -pA -pB -pC -pD -pE -pF -pG -pH -pI -pJ -pCEMAIL -pXMLP /srv/launchpad.net-logs/production/ /srv/launchpad.net-logs/scripts/forster

but that didn't work. The generated summary included only oops from 2009-09-23, none from the 24th
