The redirect for python-novaclient does not work well

In Pike release note (*1) for python-novaclient, there is the following URL.

(Expected)
https://docs.openstack.org/developer/python-novaclient/api.html is redirect to
https://docs.openstack.org/python-novaclient/latest/api.html .

(Actual)
https://docs.openstack.org/developer/python-novaclient/api.html is redirect to
https://docs.openstack.org/python-novaclient/latest/

NOTE:
https://docs.openstack.org/python-novaclient/latest/api.html is redirected to
https://docs.openstack.org/python-novaclient/latest/reference/api/index.html
because of the redirect settings in python-novaclient.

This is something the nova team need to change in their repo if they want those redirects.
