The python-novaclient link to reference do not work

This bug tracker is for errors with the documentation, use the following as a template and remove or add fields as you see fit. Convert [ ] into [x] to check boxes:

- [x] This doc is inaccurate in this way: Link to "Reference pages" do not work. I get "404" response with every link.
For example https://docs.openstack.org/python-novaclient/latest/reference/api/novaclient.v2.servers.html
