doc: broken pointer to OpenStack Compute Developer Guide

On the main documentation page (https://docs.openstack.org/developer/python-novaclient/), there is a prominent yellow box with a pointer to the OpenStack Compute Developer Guide. It points to http://docs.openstack.org/api/openstack-compute/2/content/. But that link redirects to the main OpenStack docs page, which is not that helpful. The guide in question seems to have moved to https://developer.openstack.org/api-guide/compute/index.html.

    Update Compute API Guide pointer

    Since the description of the individual API calls have been moved to
    the API Reference, the API Guide is more or less what the "overview"
    in the original guide was. Therefore I just pointed to the guide, and
    removed the phrase "-- the overview, at least --".
