Trigger crash dump functional tests are timing out and hanging

We noticed the novaclient functional tests started timing out around March 31st. sdague pushed a change to make the tests timeout after 300 seconds:

That's resulting in failures here:

Note that it looks like we have an infinite wait loop for a server to build that never times out. That's probably causing the hang issue.

    Set test timout to 300 seconds

    This prevents tests from hanging indefinitely, which we
    are seeing in the trigger crash dump tests, which are
    also skipped in this patch.

This bug has been open about 2 and a half years without any activity.
So I'm going to move it to "Opinion / Wishlist", which is an easily-obtainable queue of older requests that have come on.
This bug can be reopened (set back to "New") if someone decides to work on this.
